Cannot open or connect to Terminal Management. When I click on the shortcut to open Terminal Management I receive an error in my browser which reads: Server Error in '/TerminalManagement2' Application

Terminal Management Server computer
Terminal Management uses SQL data management. SQL runs on a Windows service program which operates in the background on your computer. Sometimes a computer experiences a glitch which then halts the SQL service, and consequently, the Terminal Management program. The service must be restarted using the steps below.
Solution
- Close the error page.
- Launch the Windows Services app and start the SQL Service.
TIP: Step 2 must be performed on the Terminal Management SERVER computer; sometimes referred to as the master computer.

- On your computer keyboard, simultaneously press the Windows key and the R key.
- Type services.msc and hit Enter. The Services app window will open.
- Scroll down the list to the S's. Find and right-click on SQL Server (MSSQLSERVER).
- Click Start.
- Close the Services window
- Relaunch Terminal Management.
